Everything you need to know about getting your first learner permit

What is a Learner Permit?

A learner permit allows you to learn to drive on Irish roads. You must hold a valid learner permit before you can take driving lessons or practice driving. The permit is issued by the National Driver Licence Service (NDLS) and is valid for 2 years.

Requirements for Your First Learner Permit

Before applying, make sure you meet all of the following requirements:

  • Be at least 17 years old

    For category B (cars). Different ages apply for motorcycles and other vehicles.

  • Pass your Driver Theory Test

    Your theory test certificate is valid for 2 years. Learn more about the theory test

  • Be resident in Ireland

    You must be normally resident in Ireland to apply for an Irish learner permit.

  • Meet eyesight requirements

    You must be able to read a car registration plate from 20 metres. Glasses or contacts are allowed.

  • Have a Public Services Card (PSC)

    Required for in-person applications. Get one at your local social welfare office.

How to Apply

There are two ways to apply for your learner permit:

Fastest Option

Apply from home using MyGovID - no appointment needed.

You'll need:

  • A verified MyGovID account
  • A Public Services Card (PSC)
  • Your Theory Test certificate number
  • A debit/credit card for payment

Apply In Person

Visit an NDLS centre with your documents.

Documents to bring:

  • Public Services Card (PSC)
  • Proof of address (dated within 6 months)
  • Theory Test certificate
  • Proof of PPS number
  • Current passport (if non-Irish/UK citizen)

Learner Permit Rules

When driving on a learner permit, you must follow these rules:

Accompanied Driver

You must always be accompanied by a qualified driver who has held a full licence for at least 2 years.

Display L-Plates

L-plates must be displayed on the front and back of the vehicle at all times.

No Motorways

Learner drivers are not permitted to drive on motorways.

No Towing

You cannot tow a trailer while driving on a learner permit.

The 6-Month Rule

Important: First-time learner permit holders must wait 6 months before taking their driving test. During this time, you should complete your 12 EDT lessons.

This waiting period allows you time to gain experience and complete your Essential Driver Training (EDT). Some drivers with foreign licences may be exempt - see our Reduced EDT page for details.

After Getting Your Learner Permit

Book Your First EDT Lesson

Start your Essential Driver Training with an RSA-approved driving instructor.

Practice Regularly

Practice with your accompanying driver between lessons to build experience.

Complete 12 EDT Sessions

All 12 EDT lessons must be logged in your official EDT logbook.

Book Your Driving Test

After 6 months and completing EDT, you can apply for your driving test.
